Sustrans explains their role:

Sustrans Cycling Charity have launched a site with aspirations to create a safe and accessible traffic-free National Cycle Network for everyone.
You can contribute to their long-term development plans by telling them what you think. Sustrans are the Network’s custodian, not its owner – so as well as listening to views, they will be working with local authorities, landowners, national governments and others, to identify changes needed to achieve their vision. https://nationalcyclenetwork.commonplace.is/
